Health & Safety (FIRST AID) Regulations 1981
CODE OF PRACTICE
In 1997 the Health & Safety Executive replaced the old Cop 42 (Code of Practice) with a new document - L74.
Overall the main difference is that the H.S.E. have given more responsibility to the employer to assess the risks of the workforce and plan both the number of first aiders and the quantity of first aid supplies accordingly. Previously the H.S.E. were more prescriptive.
The following quotations from the H.S.E. publication L74 may prove useful
for employers considering training first aiders and buying first aid kits.
Below are some quotations from the H.S.E. - L74 Document.
FIRST AID PERSONNEL
"Where the first-aid assessment identifies a need for people to be available for rendering first aid, the employer should ensure that they are provided in sufficient numbers and at appropriate locations to enable first aid to be administered without delay....."
The H.S.E. suggest that at least one first aider would always be provided where 50 or more people are employed. The higher the risk the higher ratio of first aiders should be trained. An example of a high risk industry, like construction, would need at least one fully trained first aider with between 5 - 50 employees whereas a library wouldn’t need one until this ratio has risen to between 50 - 100.
FIRST AID KITS
"The MINIMUM level of first aid equipment is a suitably stocked and
properly identified first aid container. Every employer should provide for
each work site at least one first aid container supplied with a sufficient
quantity of first aid materials suitable for the particular circumstances".
"There is no mandatory list of items that should be included ................ As a guide, where no special risks arises in the workplace, a minimum stock would normally be:
•A guidance leaflet
•20 individually wrapped sterile adhesive dressings (plasters)
•Two sterile eye pads
•Four triangular bandages
•Six safety pins
•Six medium sized dressings 12cm x 12cm
•Two large sized dressings 18cm x 18cm
•One pair of disposable gloves
"This is a suggested contents list only; equivalent but different items will be considered acceptable".
